Greetings!
I have what I think it an interesting idea, but I need to ask some questions first.
So, the various universes are now all joined as I understand. Did the people from both universes suddenly just "remember" each other? So, Batman has files on the threats that the X-Men and the Avengers may pose, for instance?
So, my basic idea is this (and probably needs some more data to flesh out): the Avengers, realizing that the surviving WWII-era Justice Society has done a good job of shepherding two new generations of heroes (the Infinity, Inc generation like Hourman and a newer generation represented by Cyclone and Stargirl), so they decide that perhaps they should do the same thing. Thus, they set up a training program of their own.
Alternately, the US GOvernment could be doing the same thing, but openly to "help" the Avengers.
Just an idea. I'm not attached to the idea, though it might be a way to get some more Avengers things going.

Sounds like ae fun idea, but I have some concerns/thoughts. First the thoughts I don't think that the Avengers would be down with having the Fed's run a training operation, since Avengers is a private institution, which provides its services to a wide range of contries, not just to The U.S., and its important to keep the Army and the Avengers seperate. Concerns I have is that (And I could just be mistaken) the Avengers have never really struck me as the kind of group to go training the next generation, they mostly seem to extend the offer to exsisting heros (young avengers don't count) Thirdly, theres the chater, which I actually took the time to read through marvel.wikia.com/Avengers_CharterNow, I'm kind of a stickler for details and such, so if we wanted to glance over some of the bylaws and such, that wouldn't be a huge tradgedy, but I would say its important to at least keep the spirit of the document intact. If we can get things streamlined in a sensible manner, I'd be down with it.

Well as far as the whole 'knowing each other's existince' thing, that's debatable. Whether it's something that's just come out of the blue and people are worried about it, or if the idea of neighboring activity has always been and never issued apon (though that sounds a tad unrealistic and ridiculas) is best left for discussion and further 'paning out'.
Now regarding the training of new heroes, it's like PG said; practicly unexisted. The team judges the skills and strengths of each hero, along with their character, intellegence, and heart, and determine whether they should be involved in the group or not. It's been referred to as Earth's Mightest Heroes because they are considered the best of the best of the super community.
The idea of training heroes hasn't come up in that universe until Civil War, when the government mandated that all superhumans should be trained and regulated. Power Girl is right again, as the Avengers in our continuum does not answer to the U.S. government directly, but more co-operates with it so that both can function independently from each other.
Now, if we're talking about more direct affiliations with other superhumans, in a sort of mentoring/partnering relationship like with the Fantastic Four or Quasar, then that would be do-able since it is a time honored practice in the Avengers.
