Harvey Bullock is a good cop. That much goes without saying. He is perhaps one of Gordan's most trusted officers, and a highly competent in his right. That doesn't make him any more likable.
He's abrasive, and hard edged, with the sort of personality that compares unfavorably with 5 day old fish. Typical 'bad cop' persona.
Despite a mountain of claims to the contrary, I've uncovered no evidence that he's corrupt. He's just a good cop with a bad rep.
